Civil Services Boards to be Set up in AP, T

For the first time a Civil Services Board (CSB) would be set up in the state to make recommendations for all appointments of IPS cadre officers. A six-member board comprising chief secretary as chairman and DGP as one of the members would be set up.The Central government, in consultation with the state governments concerned has made rules further to amend the Indian Police Service (Cadre ) Rules 1954.‘’These rules may be called the Indian Police Service (Cadre) Amendment Rules, 2014 and they shall come into force on the date of their publication in the Official Gazettee. For rule 7, all appointments of cadre officers shall be made on the recommendation of the Civil Services Board. All appointments to the cadre posts referred to in sub-rule (1) shall be made in the case of a state Cadre and a joint cadre by the state government concerned. Provided that the Central government or the state government may transfer a cadre officer for the purpose of filling leave vacancies or for making temporary arrangements for a period not exceeding three months, delegate its power of making appointments to cadre posts to Heads of Departments,’’ according to an order issued by government.A cadre officer, appointed to any cadre post shall hold office for at least two years unless in the meantime he or she has been promoted, retired or sent on deputation outside the state or training exceeding two months. A cadre officer, appointed to any ex-cadre post shall hold office for such period as may be specified by the state government for that post, unless in the meantime he or she has been promoted, retired or sent on deputation out side the state or training exceeding two months. The Central government or the state government as the case may be, may transfer a cadre officer before the minimum specified period on the recommendation of the Civil Services Board. The competent authority may reject the recommendation of the Civil Services Board by recording their reasons therefore. According to an order, every state government shall constitute a Civil Services Board which shall consist of chief secretary as chairman, principal secretary or secretary, department of personnel in the state government as member secretary, seniormost additional chief secretary or chairman, Board of Revenue or Financial Commissioner or an officer of equivalent rank and status, principal secretary or secretary, Home and DGP as members. The Board shall make recommendation for all appointments of cadre officers. The Civil Services Board shall examine the cases of officers who are proposed to be transferred before completion of minimum period of service and may also consider transfer before the tenure fixed based on such circumstances as it deems fit. The board may recommend the competent authority the names of officers for transfer before completion of minimum tenure with reasons to be recorded in writing. The board shall seek detailed justification from the administration department of the concerned state government for the transfer of an officer before the specified tenure. The board shall consider the report of the administration department along with any other inputs it may have from other reliable sources, obtain the comments of the officer proposed to be transferred based on the circumstances presented to it in justification of the proposal.

Bachcha Hain.. Maaf Kardo, Politicos Tell Police

“Bachcha hain.. maaf kardo, police aur netalog bhai bhai hain,” a former minister and a few city-based political leaders told a senior police officer, and sought a “compromise” after Secunderabad MP M Anjan Kumar Yadav’s son Aravind Yadav was booked for allegedly assaulting a constable Sunday evening. The police, however, refused to oblige the netalog and vowed action against Aravind, who had assaulted constable G Vamsi for merely asking him to park his car by the roadside. A senior police officer told Express he had received calls from politicians who pleaded for a “compromise” with the victim who is undergoing treatment at a hospital.  “We are under a lot of pressure from politicians to convince the constable to withdraw his complaint. We have, however, taken the case seriously and will take action accordingly,” he said. Aravind’s friend Sandeep, who was reportedly taken into custody soon after the incident, allegedly confessed assaulting the cop. When contacted, Aravind’s brother and budding politician Anil Kumar Yadav told Express Aravind’s friends had assaulted the constable. Narrating the sequence of events, he explained that the constable was in mufti and had demanded that Aravind park his car elsewhere. “He revealed he was a policeman only after the incident. The constable might have come to the Hussainialam police station on deputation and might not be aware of our family. We respect law and the police. We regret whatever has happened,” he said.

Deadline Ends, 20 pc Fail to Deposit Licensed Arms

At least 20 per cent of licensed weaponholders in the Hyderabad and Cyberabad commissionerate limits have failed to deposit their weapons in view of the general election even though the deadline for doing so ended on Sunday.The police will issue notices to them, demanding their explanation for failure to deposit their arms. About half of the licensed weapon holders are residents of Banjara Hills, Jubilee Hills and the old city in Hyderabad, and in Madhapur in Cyberabad. According to higher police officials, bind-over, non-bailable warrants and regular checks have been intensified in the two police commissionerate limits to prevent untoward incidents. Police seized Rs 2.50 crore unaccounted-for money in Hyderabad and Rs 1.10 crore in Cyberabad. Additional police commissioner (law & order) Anjani Kumar told Express that at least 80 per cent of licensed arms holders  deposited their arms with the inspectors concerned and authorised arms dealers in the city. Of the 4,500 licensed weapons in the city, over 3,800 have been deposited. The deposited weapons may be taken back on or after May 28 at the end of the election process. In Cyberabad, at least 15 per cent of weapons are yet to be deposited by licensed holders. Of the 1,400, more than 1,300 weapons have been deposited.At least 1,200 persons were bound over,  153 non-bailable warrants executed, 32 cases registered for poll code violation and Rs 1.10 crore cash was seized during regular checks, Cyberabad joint commissioner of police Y Gangadhar told Express.To ensure security during the elections, both Hyderabad and Cyberabad police asked licensed gun-holders to deposit their weapons and history-sheeters have been asked to report at police stations. A majority of licensed gun-holders in the Hyderabad commissionerate are film personalities, realtors, businessmen and some  top executives of the information technology sector.A number of ‘shadow teams’ comprising senior police officials assisted by head-constables have been formed to cover the movements of political leaders. The Hyderabad police registered cases against several leaders of MIM, TRS and TDP for violation of code of conduct.

SP-rank Official Tastes Police Inaction

It is not only the ‘aam admi’ who often feel harassed at the hands of policemen. A 55-year-old Superintendent of Police (SP) rank officer, working in the Andhra Pradesh Police Academy (APPA), is running from pillar to post just to get the Vanasthalipuram police to do their job -- that of investigating a case of cheating. Armed with a bunch of documents and court judgments, the SP rank police official, G Amarnath, posted as deputy Director in APPA, has approached senior police officials, but to no avail. The case pertains to a house purchased by him but later discovered that he was allegedly duped by the builder. Speaking to Express, Amarnath said that he purchased a semi-finished house located at survey No 202 in Hariharapuram of Hayatnagar a few months ago and sale executed on June 1, 2013 by C Venkata Lakshmi, his husband and GPA holder C Prem Kumar Reddy. ‘’I paid Rs 5 lakh to Narasimha Reddy, the builder of Kakatiya Constructions on May 6, 2013 and Rs 5 lakh to the GPA holder of the house Prem Kumar Reddy on June 1 as advance and obtained valid acknowledgement from them for the total value of the house is Rs 58 lakh. The vendor of the house has also delivered physical possession of the property to me on June 1, 2013. After taking over the property, I spent Rs 2 lakh for purchase of tiles and made a floor in the house,’’ Amarnath said added that he came to know on October 8, 2013 that the owner had registered his house in favour of one Maliksab Noor Shavalli. On October 17, 2013, the victim lodged a complaint with Vanasthalipuram police who registered cases under various Sections. The matter then went to the court which  directed the Vanasthalipuram police to investigate the matter. ‘’I made 40 phone calls to Vanasthalipuram ACP Anand Bhaskar and met him 15 times in his office to investigate the matter as per the court directions and do justice. But there was no response from him and he kept postponing the matter on one pretext or the other,’’ Amarnath alleged. Amarnath then met the Cyberabad police commissioner C V Anand who, according to Amarnath, directed the LB Nagar zone DCP to investigate the matter. Yet again, nothing moved and all he got was assurances. ‘’I am surprised that even the instructions of police commissioner are being ignored,’’ Amarnath said. The victim also submitted a representation to LB Nagar DCP P Vishwa Prasad on March 4, 2014 to direct the SHO and ACP Vanasthalipuram to take action against the accused immediately as he has been put to heavy loss due to the inaction of ACP L Anand Bhaskar in the case since five months. When contacted, LB Nagar DCP Viswa Prasad maintained that they are investigating the case. ‘’The accused are absconding. Police will do justice to the victim,’, the DCP added.

Police Stations in Maoist-Hit Dists to Get Solar Power Systems

For the first time, as many as 25 police stations located in eight Maoist-affected districts in the state will have solar power systems soon. Besides, the state police would get latest technologies to curb extremist and terror activities. The state government issued orders sanctioning Rs 4.33 crore for the purchase and Rs 10 crore for the construction of new buildings under police budget estimation plan for 2013-14. According to police officials, Greyhounds will get surveillance cameras with centralised monitoring system while Counter Intelligence Cell (CI Cell) will have a voice recognition system and tactical IP interception system and Special Intelligence branch (SIB) would set up a cyber lab. A senior police officer told Express that 25 police stations that are located in  Maoist affected districts -- Karimanagar, Khammam, Adilabad, West Godavari, East Godavari, Vizianagaram, Srikakulam would function with the back up of solar power facilities. The state police will have a small arms simulator and Rs 20 lakh was allocated for purchase of firearm simulator designed to enhance weapon handling and firing skills of security forces. The small arms simulator will be programmed to operate with or without the presence of an instructor. A trainee needs to be given reference of a pre-loaded exercise, which he uses after logging in. The software takes the trainee through the entire user defined and preloaded exercise and stores the entire session. The training can be carried out most effectively even without the presence of an instructor during firing. Of the Rs 4.33 crore, the government has allocated Rs 17 lakh to purchase voice recognition system and Rs 14 lakh for tactical IP interception system for Counter Intelligence Cell. ‘’After floating the tenders, orders will be placed soon,’’ sources said. Meanwhile the deputy inspector general of police, CI Cell, N Madhusudhana Reddy will fly to Moyock, North Carolina, USA on March 10 to participate in the ATA 9470 Advanced Explosives Indent Counter measurers training course to be held from March 10-April 1.
